Try the Liang Court Tourist Service Centre, at Liang Court Shopping Centre, 177 River Valley (it's open from 10am to 10pm) or the tourism office from 1 Orchard Spring Lane... the one called Singapore Visitors Centre@Orchard. Besides the information they can give you they both sell tickets to the most important events organized in the city.
