Pasta Fresca Seasport Centre (1212 East Coast Parkway... tahe bus 12, 14 or 32) is specialized on sailing and windsurfing. Here you can find the equipment needed for these 2 activities (sailboards are 30 dollars and to rent a laser-class boat for an hour it costs $35). They organize courses as well.
